Abstract
In 2015, the engineer was the protagonist in the creation of Laboratorio de Gobierno(Government Laboratory). In 2018, the entity became a state policy, and today is a benchmark for the creation of similar agencies in other nations. Laboratorio de Gobierno has just introduced the first public innovation index, an export tool to guide state agencies inevidence-based decision-making to increase their innovate abilities.
